Building a new home in Wollert: stages, ground and what goes wrong

Wollert was farmland until the early 2000s, so nearly the whole suburb is volume housing raised in the last twenty years, and a large share of it is still going up. Land was released in stages across Aurora, Arramont and Lyndarum North, which means neighbouring streets can be years apart in build quality and in the contract terms owners signed. For an owner the practical consequence is simple. Your protection is not the builder's own sign-off, it is what somebody independent saw before the next trade covered it. On reactive basalt clay the slab and the frame carry most of that risk.

Why the ground decides the build here

Wollert sits on the Newer Volcanics basalt plains. The soil is heavy dark clay over basalt, occasionally with rock floaters close to the surface. That clay swells after rain and shrinks back through a dry summer, and the movement is what cracks a slab that was not designed or drained for it. AS 2870 exists for exactly this. The lot's own soil report sets the class and the slab design has to follow it, which is why the pre-pour inspection matters more here than in a sand-based suburb.

The stages worth paying for

If budget forces a choice, the slab pre-pour and the frame are the two that cannot be revisited. Once concrete goes down, the mesh position, the beam widths and the vapour barrier are permanent. Once plaster goes on, bracing, tie-downs and lintels are hidden until something moves. Lock-up and waterproofing come next, because roof, flashings and wet area membranes decide whether the house stays dry.

At pre-pour it is usually debris left in the pods, bar chairs missing or too far apart, and vapour barrier penetrations left unsealed. At frame it is bracing, tie-down fixings and the bottom plate against the slab edge. At lock-up it is roof tiles and flashings, sarking laps and unsealed penetrations. None of it is exotic, and all of it is cheaper to fix in the week it is found.

Working with a volume builder's schedule

Site supervisors here run several houses at once and dates move. Ask for the stage date in writing, give us as much notice as you can, and tell your supervisor an independent inspector is attending. You are entitled to have one. If the date shifts we would rather re-book than inspect a stage that is not ready, because an inspection carried out too early records nothing useful.

What happens when the builder disagrees

Most items are resolved by the report itself, because it names the clause or the tolerance the work fails rather than expressing an opinion. Where it is not resolved, put it to the builder in writing, then the Building and Plumbing Commission's dispute resolution service (formerly DBDRV), then VCAT's Building and Property List. A defect report supports that conversation. It is not a tribunal document, and VCAT evidence requires an expert witness report.
